                         Testes (AIT) apoiam na verifica{\c{c}}{\~a}o e 
                         valida{\c{c}}{\~a}o dos sistemas dos sat{\'e}lites quanto 
                         {\`a} sua capacidade de opera{\c{c}}{\~a}o em 
                         condi{\c{c}}{\~o}es ambientais espaciais. Escolher uma 
                         organiza{\c{c}}{\~a}o de AIT ideal para um determinado projeto 
                         de sat{\'e}lite requer conhecer os seus processos e 
                         servi{\c{c}}os prestados. Esta tese apresenta um framework para 
                         avalia{\c{c}}{\~a}o dos servi{\c{c}}os de AIT de sat{\'e}lites 
                         fornecidos por uma organiza{\c{c}}{\~a}o de Montagem, 
                         Integra{\c{c}}{\~a}o e Testes de sistemas espaciais. O 
                         framework, denominado PRONT-AIT, permite avaliar a prontid{\~a}o 
                         da organiza{\c{c}}{\~a}o com base em suas {\'a}reas de processo 
                         e nos crit{\'e}rios de ader{\^e}ncia aos requisitos dos 
                         stakeholders. Inspirado no modelo CMMI, o framework foi 
                         estruturado em {\'a}reas de processos, abrangendo processos 
                         gerenciais e t{\'e}cnicos da organiza{\c{c}}{\~a}o AIT, 
                         estruturado em cinco n{\'{\i}}veis de prontid{\~a}o. Cada 
                         n{\'{\i}}vel de prontid{\~a}o expressa {\`a} maturidade da 
                         organiza{\c{c}}{\~a}o em rela{\c{c}}{\~a}o aos processos e 
                         pr{\'a}ticas estabelecidas para prestar os servi{\c{c}}os 
                         requeridos por um determinado projeto espacial. A efic{\'a}cia do 
                         stakeholders {\'e} demonstrada por meio do seu uso para avaliar a 
                         prontid{\~a}o do Laborat{\'o}rio de Integra{\c{c}}{\~a}o e 
                         Teste (LIT) do Instituto Nacional de Pesquisas Espaciais (INPE) em 
                         atender aos requisitos espec{\'{\i}}ficos de dois tipos de 
                         sat{\'e}lites: sat{\'e}lites de sensoriamento remoto e CubeSats. 
                         Os resultados mostraram que a prontid{\~a}o da 
                         organiza{\c{c}}{\~a}o estudada atingiu totalmente o 
                         N{\'{\i}}vel 2 ( Manageable Readiness) para o sat{\'e}lite de 
                         sensoriamento remoto e parcialmente este n{\'{\i}}vel para 
                         sat{\'e}lites CubeSats. O framework {\'e} de grande 
                         import{\^a}ncia para os gerentes de projeto sat{\'e}lite, pois 
                         os apoiam na avalia{\c{c}}{\~a}o de uma organiza{\c{c}}{\~a}o 
                         de AIT antes mesmo de se contratar os seus servi{\c{c}}os. Quanto 
                         maior for o n{\'{\i}}vel de prontid{\~a}o obtido por meio do 
                         PRONT-AIT, o gerente de projeto do sat{\'e}lite ter{\'a} mais 
                         confian{\c{c}}a nas capacidades da organiza{\c{c}}{\~a}o de 
                         AIT. Assim, uma organiza{\c{c}}{\~a}o de AIT n{\~a}o {\'e} 
                         escolhida apenas com base em suas instala{\c{c}}{\~o}es e nos 
                         custos dos servi{\c{c}}o, mas tamb{\'e}m no n{\'{\i}}vel de 
                         prontid{\~a}o revelado por este framework. ABSTRACT: The success 
                         of in-orbit satellites depends on the quality of the engineering 
                         processes adopted in the mission development cycle. The facilities 
                         and processes provided by the Assembly, Integration, and Testing 
                         (AIT) laboratories support the verification and validation of 
                         satellite systems regarding their ability to operate in space 
                         environmental conditions. Choosing an ideal AIT organization for a 
                         given satellite project requires knowing its processes and 
                         services provided. This thesis presents a framework for evaluating 
                         AIT services for satellites provided by a Space Systems Assembly, 
                         Integration, and Testing organization. The framework, called 
                         PRONTAIT, makes it possible to assess the organizations readiness 
                         based on both process areas and criteria for adherence to 
                         stakeholder requirements. Inspired by the CMMI model, the 
                         framework was structured in process areas, covering managerial and 
                         technical processes of the AIT organization, which supports five 
                         levels of readiness. Each level of readiness expresses the 
                         maturity of the organization about the processes and practices 
                         established to provide the services required by a given spatial 
                         project. The structures effectiveness is demonstrated through its 
                         use to assess the readiness of the Integration and Testing 
                         Laboratory (LIT) of the National Institute for Space Research 
                         (INPE) to meet the specific requirements of two types of 
                         satellites: remote sensing satellites and CubeSat. The results 
                         reveal that the readiness of the example organization fully 
                         reached level two (Manageable Readiness) for the remote sensing 
                         satellite and partially reached level two for the CubeSat 
                         satellite. The framework is of good value to satellite project 
                         managers because it supports them in evaluating an AIT 
                         organization before engaging its services. The higher level of 
                         readiness revealed by PRONT-AIT gives the satellite project 
                         manager more confidence in the organizations capabilities AIT 
                         thus, an AIT organization is chosen not only based on the 
                         facilities it offers and the cost of services but also on the 
                         level of readiness revealed by that structure.",
